Cabinet revokes bills of sale for registration of sales, purchases of cars

The Ukrainian government has revoked bills of sale for the registration of sales and purchases of car.

"We proposed that the Cabinet of Ministers, by issuing a resolution, fully revokes the procedure so that anyone who comes with his or her car and a buyer can register the transfer of ownership at a table in 10 minutes, presenting only documents and no bills of sale," Interior Minister Arsen Avakov said at a cabinet meeting on Wednesday.

The minister said that previously, persons who come to register the sale and purchase of a car bought bills of sale in the driver licensing office. The cost of the bill was UAH 29, while private companies that were authorized to issue them sold the bills of sale for UAH 599-2,000 per bill.

Around 80,000 cars are registered every month on average.

"Thus, around UAH 188 million went to pockets of businessmen for no reason at all," Ukrainian Prime Minister Arseniy Yatseniuk said.

The cabinet supported Avakov’s proposal and Yatseniuk signed the decision to revoke the bills of sale. As a result, an agreement endorsed by notaries or a contract signed on the exchange is required to register the sale and purchase of cars.
