Work of Ministry of Justice's registers fully restored after Russian cyberattack

The infrastructure of state registers of the Ministry of Justice of Ukraine has been restored after a large-scale cyberattack by the Russians, all registers are ready for work again, the press service of the ministry reports on the Telegram channel.
"The Russians did not achieve their goal. We have gradually restored the key registers for notaries, then the Civil Registry Office, the Unified State Register, and now the work on restoring the last part of the registers has been completed. The final step is to update the data entered during the restoration, which is already being done by specialists of the enforcement service and private executors. I emphasize once again that the data of Ukrainians was not lost," said Deputy Prime Minister for European and Euro-Atlantic Integration - Minister of Justice of Ukraine Olha Stefanishyna.
It is noted that systemic changes are being introduced to prevent similar incidents in the future.
Thus, the Ministry of Justice has terminated cooperation with the head of the State Enterprise National Information Systems. The criminal proceedings, which were opened immediately after the attack, are ongoing. For the first time, an audit of National Information Systems was conducted. An internal investigation is also underway.
Steps are also being taken to strengthen protection.
"The Verkhovna Rada supported bill No. 11290 at the first reading. This is an important step. A professional network of cybersecurity specialists will be created in all government agencies that process important data of Ukrainians. This will be part of the same 'Pentagon for state registries.' But this is only part of the plan to strengthen it," the report says.
In addition, international cooperation will be strengthened.
"Cyber threats have no borders, so we are actively engaging the experience and expertise of partner countries," Stefanishyna emphasized.
She thanked the employees of the State Enterprise National Information Systems, the SBU, the State Special Communications Service and the National Police, who provided assistance in restoring the infrastructure and ensuring future protection.
As noted by the Ministry, the work of the State Register of Rights to Real Estate, the State Register of Encumbrances on Movable Property, the Automated System of Enforcement Proceedings, the Electronic Apostille Catalogue, the Unified Register of Convicts and Persons Taken into Custody, the Automated System Bankruptcy and Insolvency, as well as the Unified State Register of Persons to Whom the Provisions of the Law of Ukraine On Purification of Power have already been restored.
Currently, the data are being updated, so the access of notaries and state registrars to the State Register of Rights to Real Estate is limited, as well as to the entry of updated data on encumbrances by state and private executors. At the same time, a number of electronic information interactions with government agencies that use data exchange with the above-mentioned registers in their activities are being resumed, primarily with the State Tax Service, the Ministry of Internal Affairs, the State Migration Service, the Pension Fund of Ukraine, the Ministry of Digital Transformation, the State Geocadastre, the State Border Guard Service of Ukraine and others.
Also, in the near future, access to online services related to these registers will be restored on the portal and in the Diia application.
