Rada to transfer business registration to notaries

The Verkhovna Rada intends to transfer the functions for the state registration of legal entities and individual entrepreneurs to self-governance authorities, state administrations, notaries, and banks.

All in all, 274 deputies voted for the adoption of bill No. 2983 on the state registration of legal entities, individual entrepreneurs and public organizations.

According to an explanatory note to the bill, it also unifies the state registration of legal entities, public organizations and individual entrepreneurs, introduces the principle of extraterritoriality throughout the whole of Ukraine, introduces the possibility of submitting electronic documents for registration, and reduces the list of documents required for registration and the list of administrative services due to the cancellation of annual confirmation and annual filing of financial reports.

The bill abolishes paper statements and constituent documents and introduces their electronic forms that can be obtained through the portal of electronic services. In addition, the draft law proposes the creation of a single register on the basis of the unified state register of legal entities and individual entrepreneurs, a single license register, a register of permits, a unified register of non-governmental organizations, that of public associations and a unified register of entrepreneurs in respect of whom bankruptcy proceedings were launched.

This bill is one of the four draft laws that was drawn up to decentralize the scope of administrative services.
